Minnesota Personal Protection Act
Back in 2003, the Minnesota State Senate passed the Minnesota Personal Protection Act of 2003 — the MPPA.  This new law changes Minnesota from a "may-issue" state, where handgun permits are issued at the discretion of government officials, into a "shall-issue" state, where competent, law-abiding adults with a certificate of training from a certified instructor, can apply at their local sheriff's office, and receive a permit to carry a pistol.
